Ceasar McDowell is the Co-Founder and CEO of Unite The People Inc., a nonprofit dedicated to social justice advocacy and providing legal assistance to incarcerated and formerly incarcerated individuals.
Born and raised in Rialto, California, Ceasar McDowell grew up immersed in the justice system, helping his father build one of the state’s leading bail bond companies. During his 20-year incarceration at San Quentin State Prison, he became a mentor and conviction consultant, earned AS and AAS degrees from Palos Verdes Community College, and participated in programs ranging from computer coding to screenplay writing. His story was featured in Netflix’s documentary Q-Ball.
Since his release, Ceasar McDowell has focused on legal advocacy, social reform, and community empowerment. Through Unite The People Inc., he partners with Long Beach City College’s Justice Scholar Program to host social justice classes, leads campaigns for sentencing reform, and works tirelessly to provide resources, guidance, and opportunities to help as many people as possible rebuild their lives.
In addition to legal advocacy, Ceasar McDowell operates UTP Sober Living Homes and Transitional Housing, supporting individuals in recovery and reentry. As a member of the Sober Living Coalition, he collaborates with programs like Pacific Gateway and other community initiatives to uplift disadvantaged youth and strengthen the Long Beach community.
Ceasar McDowell has worked alongside prominent advocates and leaders—including Tiffany Haddish, Senator Nancy Skinner, and Weldon Angelos—and remains committed to creating meaningful change, addressing systemic injustices, and helping people reach their full potential.
