Dr. Evelyn L. Anderson, “Dr. E” is a lifelong public servant; her tenure includes 20+ years as a Deputy Sheriff Sergeant for the Los Angeles County Sheriff’s Department and over ten years as a Professor of Public Administration and Organizational Leadership. She is a subject matter expert in Minorities, Crime, Social Justice, and Urban Planning and Development.
Dr. E. is the CEO of Elevate Commercial Lending (ECL), she built this organization to provide funding when banks won’t, she specializes in converting 401Ks, orchestrating multiple lender packages, financing start-ups, franchises, lines of credit, etc. Additionally, her company can finance equipment, accounts receivable, merchant accounts, lines of credit, SBA loans, and its funds for foreign nationals. ECL also finances real estate transactions including 4 plex’s, fix and flips, fix and keep, bridge loans, etc.
Dr. E specializes in grants, contracts, donor relationships, and business planning. She creates a culture that drives innovation, change, and results. She thrives on creating ground-breaking change that requires a different way of thinking.
Dr. E chose the SCBCC as her volunteer organization to offer her unique skills and to facilitate a change to the narrative that “there are no Black-owned businesses that can compete for large scale public and private entity contracts and grant opportunities.” She is committed to changing the narrative by facilitating networking events, resource allocation, and promoting members, sponsors, and affiliates of the SCBCC.

Jessica Smith, Vice President of the Inland Valley Chapter of the Southern California Black Chamber of Commerce, is a passionate advocate for community well-being and empowerment. She is the founder of M.A.L.H.Y., an organization dedicated to addressing critical issues such as Mental Health, Addiction, Love, Human Trafficking, and Youth Literacy. Through her leadership, Jessica has been instrumental in providing vital resources, education, and support to underserved populations in the Inland Valley region.
Her work with M.A.L.H.Y. reflects her commitment to creating a better future for individuals affected by these challenges, offering them the tools they need to heal, grow, and succeed. At SCBCC, Jessica continues to champion initiatives that promote business development, community engagement, and holistic support for the Black community.
Tonette’s career in health, wellness, beauty, and personal development spans over 3 decades. Her education includes the University of California at Berkeley and California State University, Los Angeles majoring in Business Management with an emphasis on Operational Management. Currently she is the Director of Sales, for Canada and USA West Region for PM-International. PM-International is one of Europe’s largest direct marketing companies in the areas of health, wellness, and beauty. They offer high-quality nutritional supplements (the FitLine series) and skin care (the FitLine Skin series). Annual revenue is over $2.55 billion. Tonette’s primary focus is to develop and maintain programs as well as the communication strategies in on both continents. She is personally committed to developing greater education in healthy living in health, and fitness within all communities and demographics.
